Job for new Philippine head: Stop the kidnapping of foreign citizens


Manila urgently needs to tackle problems in its own backyard to stop the kidnapping of foreign citizens.


PRIME Minister Datuk Seri Najib Tun Razak was in Manila last November for the Apec Summit when he was informed by officials that Malaysian hostage, Bernard Then, who was abducted by the Abu Sayyaf group, was beheaded.

“He was upset and very shocked,” recalled a Malaysian official.

When he spoke to the Malaysian media in Manila, Najib said President Benigno Aquino had told him that Then’s beheading was probably carried out due to Philippine army operations and that Then had slowed down the militants who were moving from one place to another.

“That is not an excuse we can accept because he should have been released,” Najib told the media.

He described the beheading as savage and a barbaric act.

There seems to be no end to the kidnappings. Now more hostages, at least 20, are in the hands of the militants who are demanding ransoms.

They include four Malaysian sailors who were taken from their boat by Abu Sayyaf militants on April 1 in international waters near Pulau Ligitan. Their fate remains unknown.

Fourteen Indonesians travelling in tugboats from Borneo to the Philippines were also abducted by hijackers in two separate cases recently.

Even as the foreign governments were working to get their citizens released, more shocking news came – Abu Sayyaf gunmen had beheaded Canadian John Ridsdel in the southern province of Sulu, sparking condemnation from Prime Minister Justin Trudeau.

Indonesia is still struggling with how to deal with the kidnapping of its citizens and is hosting talks with Malaysia and the Philippines to boost maritime security.

The meeting of foreign ministers and military chiefs in Jakarta is to discuss joint patrols to protect shipping in the waters between the three countries following the kidnappings.

The Philippine military has said the militants have been targeting foreign crews of slow-moving tugboats because they can no longer penetrate resorts and coastal towns in Sabah due to increased security.

Last week, Foreign Minister Datuk Seri Anifah Aman was in Manila to meet his Filipino counterpart, Jose Rene D. Almendras. More assurance was given that Manila was doing all it could to secure the release of the hostages.

The Philippine military and police reportedly said that “there will be no letup” in the effort to combat the militants and find the hostages. But they have had little success in securing their freedom.

All these assurances somehow ring hollow.

We are dealing with human lives. If the foreign governments are frustrated with the way the crisis is being handled by Manila, imagine the anguish and uncertainty of family members waiting for news of their loved ones.

The kidnappings are taking place in the Philippines’ own backyard and the question arises as to whether they are doing enough to tackle the problem at source.

The answer will be no. After all how do you explain the alarming number of people being kidnapped and brought back to the Philippines with a price put on their head?

It is election period in the Philippines. A lot of energy is spent on political campaigning by politicians and fears remain that the lives of the hostages are not on their priority list.

“Manila must be doing more to tackle the kidnapping and transborder crime activities and I seriously think they are not doing enough,” said a security official.

Security is a big challenge for the Philippines. While its military is battling the militants in the south, up north Manila sent its ships and aircraft to keep watch over the South China Sea, where tensions are building up with China.

Another problem has risen from these hostage-taking cases. It is affecting the economic activities of citizens living on both sides of the border.

Sabah has shut down its eastern international boundaries to cross- border trade as part of measures to clamp down on the kidnapping groups.

Barter trade is a lifeline for people on Tawi Tawi, the southern-most Philippine province and the closest to Sabah, for their rice, cooking gas and fuel.

Authorities in several Indonesian coal ports have blocked departures of ships for the Philippines over security concerns. Indonesia supplies 70% of the Philippines’ coal import needs.

The calls for joint navy and air patrol efforts among neighbouring countries are getting louder. But that is a stop-gap measure.

These kidnapping cases are affecting the image of the region as well.

Filipinos are about to elect a new president. Lets hope one of the priorities of the new leader is to tackle, with a lot of care, the safe release of the hostages and subsequently peace in southern Philippines.

Lighthouse in South China Sea is operating now

China turns on lighthouse on man-made island

China's Ministry of Transport on Tuesday held a completion ceremony for the construction of a lighthouse on Zhubi Reef, marking the start of its operation.

Beijing rebuffed suspicion on Wednesday over the operation of a lighthouse on an island in the South China Sea, saying it is a public service that China is providing to the region.

"China has been committed to providing more public products and services to navigation in the South China Sea. It is beneficial to the trade of coastal countries in the region and even some countries outside the region," Foreign Ministry spokesman Lu Kang told a regular news briefing.

The Ministry of Transport held a completion ceremony on Tuesday for construction of the lighthouse on Zhubi Reef, marking the start of the lighthouse's operation.

Construction of the 55-meter-high lighthouse, which has a lantern of 4.5 meters in diameter on top and rotating lights inside, began in October. The lighthouse is monitored via a remote control terminal.

The lighthouse emits white light in the nighttime, with a range of 22 nautical miles and a glow cycle of five seconds.

Zheng Heping, deputy head of the Maritime Safety Administration, said the automatic identification system and other equipment inside the lighthouse can provide efficient navigation services to ships, such as positioning reference, route guidance and navigation safety information.

To improve maritime emergency responses in the area, the Ministry of Transport started construction of large, multifunctional lighthouses on Huayang Reef, Chigua Reef and Zhubi Reef last year. The two other lighthouses are already in use.

"The Zhubi lighthouse will further enhance the capability to ensure maritime security in the South China Sea," Zheng said.

"The lighthouse is a very advanced one with multiple functions," said Zhang Xuegang, an expert on Southeast Asian studies at the China Institutes of Contemporary International Relations.

He said the lighthouse will provide information about hydrology and weather, including typhoon warnings, to passing vessels.

"It can also provide waterway information, such as which channels are busy," he added.

He suggested having rescue personnel live on the island.

Li Jinming, a professor of maritime policy and law at Xiamen University, said the lighthouses that China has built in the South China Sea are a testimony to its efforts to safeguard navigation freedom and security.

"The US, Japan and the Philippines have challenged China on that. And the glowing lighthouse is a silent answer."

Lighthouses are part of China's efforts to perform its responsibilities in maritime search and rescue, response to natural disasters and marine environmental protection, the Transport Ministry has said.

Philippine ship towed over safety concerns - No more tricks allowed in South China Sea

China confirmed on Wednesday that it sent ships to the Wufang Jiao, an atoll of the Nansha Islands, to tow a stranded Philippine ship to ensure navigation safety and protect the marine environment.


Foreign Ministry spokesperson Hong Lei made the remarks at a daily press conference in response to a Philippine media report that said China's Wufang Jiao did not allow Philippine fishermen to approach it.

According to Hong, a foreign fishing boat was stranded near Wufang Jiao at the end of 2015. After several failed towing attempts, the shipowner abandoned the ship and removed all its major equipment.

To prevent the stranded ship from affecting navigation and damaging maritime environment, China's Ministry of Transportation sent salvage ships to tow the ship and dispose of it appropriately, Hong added.

During the process, China persuaded fishing boats in the operation waters to leave to ensure navigation safety and necessary operation conditions, Hong said, adding that the salvage ships had returned after the operation.

The spokesperson reaffirmed China's sovereignty over the Nansha Islands and its adjacent waters. China will implement the Declaration on the Conduct of Parties in the South China Sea (DOC) comprehensively and effectively with the members of ASEAN and jointly maintain the peace and stability of the South China Sea, Hong added.- Xinhua

No more ship-grounding tricks allowed in South China Sea

The Chinese foreign ministry confirmed Wednesday that China had towed away a foreign ship that was grounded on Wufang Jiao in the South China Sea. For safety concerns, China urged nearby fishing ships to leave.

However, Philippine media and some Western reports rendered a different picture of the same affair, saying several Chinese ships were sent to patrol the surrounding waters after a Philippine boat was grounded, and "blocked" the waterway.

In their reports, Wufang Jiao and the surrounding waters are the Philippines' "traditional fishing grounds." Due to the blockage of Chinese vessels, Philippine fishermen could not go fishing, feeling they were being bullied by China.

This is not the first time a Philippine vessel was grounded on South China Sea islands and reefs. In 1999, the Philippines sent a warship and grounded it on Renai Reef. Manila kept promising to China that it would tow it away as soon as possible, but 17 years have passed, and Manila shamelessly broke its promise, delivering provisions to the ship and reinforcing its structure, in an attempt to make it a permanent stronghold.


In recent years, China has taken countermeasures to prevent Philippine ships conveying construction materials to the ship, but out of humanitarian consideration, China allowed the Philippines to deliver provisions to the crew. Now the ship, a focal point of Sino-Philippine tension, is in bad condition and about to fall apart.

China will never allow Wufang Jiao to be a second Renai Reef. Towing away the grounded Philippine ship is a once-and-for-all measure to leave no troubles behind.

The Philippines is untrustworthy in the international community, often resorting to dirty tricks to deal with diplomatic issues. What it did on Renai Reef is a vivid reflection.

China has been exercising self-restraint amid fishing disputes with the Philippines in the South China Sea. However, Manila has captured and sentenced Chinese fishermen several times, and even shot Taiwanese fishermen dead. Manila's barbarity finally triggered a standoff near Huangyan Island in 2012. Since then, China has been in full control of the island.

Now, Manila hopes it can bring US troops back, like a Mafia gangster asking their "godfather" for help. The Philippines, obviously aware that international arbitration has no jurisdiction over territorial disputes, filed a petition to an international court in Hague. China's non-participation in the arbitration is protected by the UN Convention on the Law of the Sea, but the Philippines, with the support of the US, has used this chance to taint China's image internationally

All these shenanigans cannot twist the fact that it is the Philippines that breaks its promises and makes troubles over and over again. China's countermeasures are reasonable.

China has overwhelming advantages against the Philippines, but its disputes with the Philippines in the South China Sea are complicated due to the West's bias for Manila. China should be resolute in defending its legitimate rights, and be wise in dealing with the West's prejudice and US military and diplomatic interventions.

In recent years, China has gained major progress in stemming the encroachment of the Philippines in the South China Sea. Beijing is regaining strategic initiative in the region. The Philippines will have a new president this year, and Benigno Aquino III will step down. After the shift in leadership, Manila will be a spent arrow, and will have nothing left in its bag of tricks. - Global Times

Political issues deserve diplomatic solutions to South China Sea disputes


REFERRING to "Ripples and rumbles in South China Sea" (see below) by K. Thanabalasingam, I wish to share a few more points vital to the issue.

Conventional knowledge is that China's claim to the islands is arbitrary and violates International Law. But what is left out is an impartial overview of the whole situation based on historical considerations and facts on the ground.

Claims made by Vietnam and China are mostly centred on history. The rest of the claimants are late comers after the 1951 Treaty of San Francisco and 1982 UNCLOS (United Nations Convention on the Law of the Sea).

To avoid complicating the issue, knowledge of history has to be put in perspective. Since there are no "historical titles" to validate, then whatever historical facts, maps or records have to be considered as evidence. At least it sheds light to validate its case.

China has been consistent in her claims since 1279. Marker stones and light houses were on the islands but most were destroyed by Vietnam and the Philippines. Even early European records affirmed Chinese fishermen took annual sojourns on Spratly islands for part of the year.

One interesting event that happened in 1953 involved a Tomas Cloma, (director of the Maritime Institute of the Philippines) who threw away all the marker stones and made a unilateral claim on some Spratly islands and later in December 1974 was forced to sell to the government for 1 peso only, now known as Kalayaan.

All these facts are buried and often not revealed by the West.

The infamous Treaty of San Francisco, also known as Treaty of Peace with Japan, was drafted by US and Allied Powers to settle post-war issues affecting nations. Whatever the circumstances, China/Taiwan and Korea were not invited to attend the negotiations which deprived them of a fair chance and the right to present their cases. This also breached the Cairo/Potsdam declarations.

After the devastating long war, China got the raw end of the deal with unsettled lands and islands. Scholars and historians viewed this as a deliberate manoeuvre by Western Powers especially the US to create ambiguities to serve their covert interests.

I totally agree with Thanabalasingam on the recent statement by the US and Allies to pre-empt the tribunal's verdict in favour of the Philippines is an act of prima facie and undermines the whole proceedings of the court. That is why under Article 298 of UNCLOS, China declared that it does not accept compulsory arbitral procedures relating to sea boundary delimitation in 2006. Without guessing, one could easily decipher why the Philippine chose the arbitration court.

On the ground, it doesn't need a military expert to see what's happening in the region. It is a tussle between China and US with puppets (the Philippines, Australia, Japan, Vietnam) joining in the fray.

The US's sole interest is to maintain her status quo and dominance in the region. China, a rising power, is a direct competitor. When Obama announced the pivot to Asia in 2012, tensions started building up day by day with increasing deployment of military assets to frightening level.

More bases have been opened to the US in the Philippines, Japan, Australia, and some Asean nations, creating a "ring of fire" to contain China.

To harness support US raises up the heat and false alarms on China's threat to "Freedom of Navigation", etc. Do you expect China to remain docile and silent? Freedom of navigation was not an issue for decades. Deliberately intruding into sovereign territory with frigates, spy planes, etc are direct provocations.

Sad to see nations taking sides just to gain a little leverage to support their claims. As far as I can see, these islands are "bread crumbs" created to inflict tension and even wars among nations. Political issues deserve diplomatic solutions. Don't allow a Middle East or Ukraine crisis in Asia.

I trust my country will take the path of engagement and diplomacy.

Ripples and rumbles in the South China Sea


AFTER the conclusion of the 27th Asean Summit and Related Summits chaired by Malaysia here in late November 2015, I felt optimistic the year 2016 might see a lessening of tensions in the South China Sea and perhaps even witness a Code of Conduct being signed between all the claimant states. I suppose this was hoping too much.

What we have seen instead is a rapid increase in tensions caused by China's actions in the South China Sea. Understandably, claimant Asean states are anxious and concerned over these latest developments.

Since the start of this year, China has conducted several test flights from its airfield in the Fiery Cross Reef in the Spratly Islands Group. There was also news reports that China had moved an oil rig into disputed waters between China and Vietnam.

This brings to mind the January 1974 Chinese/Vietnamese clash over the Paracel Islands with Vietnam suffering heavy losses and being evicted from the Paracels.

More recently it has been reported and confirmed that China has installed long-range anti-aircraft missiles on Woody Island in the disputed Paracels chain.

This does not auger well for calm and confidence-building between the various Asean claimant states and the Republic of China.

In addition, the occasional reported intrusions of Chinese coastguard vessels into other nations' territorial waters is cause for concern.

The recent statement by the US and some European nations that China must abide by the decision to be made by the UN Permanent Court of Arbitration at The Hague, hearing the Philippines request to invalidate China's claims, is rather premature in my humble opinion.

The US and other western nations' statement would have been better coming after the tribunal's verdict expected sometime near the middle of this year, if it turns out to be in Philippines favour. As it is, I feel the statement pre-empts the tribunal's verdict.

I had written an article on the South China Sea dispute and stated my personal views in June 2015. I am of the firm belief, based on International Law and UNCLOS (United Nations Convention on the Law of the Sea), that China's claim to virtually the whole of the South China Sea is arbitrary and unprecedented.

No country has ever claimed such a large expanse of international maritime waters before. There is no provision anywhere that I am aware of for a historical claim, especially when such a claim has never been exercised or enforced until more recent times. China is not only a party to UNCLOS but it has also ratified it. Therefore, China is bound by UNCLOS.

A point to bear in mind is that there are laws and rules to what constitutes an island. Under UNCLOS no shoal or reef can be reclaimed and turned into an island.

A reclaimed land is artificial and not natural. Hence the question of territorial waters or other claims for the artificial island does not arise.

The Code of Conduct of Parties in the South China Sea (DOC) signed by all members of Asean and the People's Republic of China on Nov 4, 2002 unfortunately has a number of setbacks. There is also a Code for Unplanned Encounters at Sea (CUES). Although this is mainly to avoid any untoward sea incident between US Navy ships and Republic of China Navy (ROCN) ships. I feel that CUES should also be used more by Asean claimant states' naval ships and the ROCN ships.

Although I am disheartened by the latest developments in the South China Sea, I sincerely hope that these ripples and rumbles do not develop into a full blown hurricane or typhoon.

The U.S. should keep away from the South China Sea for regional peace


China is forced to deploy defensive facilities on islands in the South China Sea in response to early militarization action from other parties and to the U.S. close-up reconnaissance in this region, said a China's professor who specializes in international affairs.





Shen Dingli, a professor specializing in international affairs from Fudan University, wrote in a column that if the U.S. expects fewer disputes in the South China Sea, the country should not choose any side and not support those who infringe upon China's national interests. The U.S. should make those countries withdraw from the region.

Shen stated that the U.S. should reduce its close-up reconnaissance in the region so that China will not need to spare much time to deploy forces in the region.

According to Shen, statements of spokespersons from China's Ministry of Foreign Affairs and Ministry of National Defense clearly show China's attitude towards this issue.

First of all, China deploys defensive facilities in order to cope with other countries' militarization in this area. Secondly, China benefits from freedom of navigation and China is willing to maintain this freedom within the international law in cooperation with ASEAN countries. Thirdly, China urges the U.S. to respect its legitimate interests when it comes to sovereign of artificial islands in the South China Sea.

Shen also said that if the U.S. really cares about China's deployment of radars and missiles on relevant islands, it should reduce the close-up reconnaissance by its missile destroyers and strategic bombers in this area.  By Yuan Can (People's Daily Online)



US militarizing South China Sea




Compared with the progress Chinese Foreign Minister Wang Yi and US Secretary of State John Kerry seem to have achieved on sanctions against the Democratic People's Republic of Korea, finding common ground to resolve their differences over the South China Sea has proved more difficult.

Just as Wang has stressed, the responsibility for non-militarization of the South China Sea is not China's alone. The United States should lend an attentive ear to China's stance.

On Tuesday, at a hearing before the Senate Armed Services Committee, Admiral Harry Harris, head of the US Pacific Command, said China's deployment of missiles and new radars on its islands and reefs in the South China Sea and its building of airstrips are "changing the operational landscape" in the waters.

The media in the US also hyped up China sending Annihilates-11 fighters to the Xisha Islands. These voices may be a prelude to Washington escalating the flexing of its muscles in the South China Sea.

Yet as a non-regional country, it is irresponsible of the US to intervene in the South China Sea in disregard of the possibility that has emerged that China and the other parties to the disputes in the waters will be able to stabilize the situation rather than let it spiral out of control.

If those in the region were allowed to settle the disputes themselves, the South China Sea would be free from concerns and troubles within the foreseeable future.

It is the US' direct interventions in the South China Sea that are exacerbating tensions and adding uncertainty.

The US' provocative signals have seriously increased Chinese people's sense of urgency to strengthen the country's military capabilities. When US military vessels and warplanes intruded into the 12-nautical-mile territorial seas around China's islands and reefs, Chinese people have reasons to believe their country should not remain indifferent even if its military might is still inferior to that of the US.

US playing a messy game of provocations in SCS; China build up defense to thwart the provocation

In October, the US guided missile destroyer USS Lassen conducted a "freedom of navigation" operation within 12 nautical miles of China's Meiji and Zhubi reefs.

In December, a United States Air Force B-52 bomber "accidentally" flew within 2 nautical miles of China's Huayang Reef.

On Saturday, the Pentagon announced an "innocent passage" by the guided-missile destroyer USS Curtis Wilbur within 12 nautical miles of China's Zhongjian Island.

On the surface, these are "routine" operations US Senator John McCain says are "normal occurrences" China will have to accept.

Yet this is not a Tom-and-Jerry kind of game where no party gets seriously hurt.

There is real potential danger, because the US challenges to China in the South China Sea are showing a trajectory of escalation.

Zhongjian Island is part of the Xisha Archipelago, where there is no current, active dispute, and hardly part of the issue of the day.

The Pentagon did display some diplomatic sophistication this time, claiming that the USS Curtis Wilbur "challenged attempts by the three claimants-China, Taiwan and Vietnam-to restrict navigation rights and freedoms around the features they claim by policies that require prior permission or notification of transit within territorial seas".

Ignoring the fact this violates the US' recognition of "one China", reaffirmed by US Secretary of State John Kerry on Wednesday, the Pentagon's statement raises legitimate suspicions that it has an agenda to further complicate the South China Sea issue.

As in the rest of the South China Sea, there is no evidence the named "claimants" are attempting to "restrict navigation rights and freedoms". Enlarging the South China Sea issue by extending it to the Xisha Archipelago may be an attempt to drive a wedge between the mainland and Taiwan by dragging the latter into a long dormant and increasingly forgotten "dispute".

The US wants a larger role in the Asia-Pacific. And it is bent on preempting a perceived Chinese challenge.

There is no better way to do this than by making things messier, to make itself "needed" and "wanted".

What China needs and wants is peace, but as the Chinese saying goes, while the tree craves calm, the wind will not abate. Beijing needs to react accordingly, and prepare for all possibilities.

However, the country learned the significance of comprehensive national strength the hard way. It should not be distracted. It should rise above stress responses and stay focused on its development agenda. - China Daily)

Build up defense to thwart US provocation

The US on Saturday sent one of its naval vessels within 12 nautical miles of the Xisha Islands in the South China Sea. The move, according to the Pentagon, was about "challenging excessive maritime claims that restrict the rights and freedoms of the United States and others." The Chinese side criticized the behavior of a "serious political and military provocation."

Until recently, China-US frictions have been fixed on the Nansha Islands. The latest intrusion by US vessels is a high-profile US provocation that has expanded to the Xisha Islands. Xisha is under China's actual control and China has released the territorial sea baseline of the Xisha Islands, including Zhongjian Island. Therefore, the US provocation this time is more vicious.

Currently, China and the US have been focused on making their own moves in the South China Sea disputes. China is building islands in accordance with the law, and the US cannot prevent China from doing so despite strong protests. The US sent warships to provoke, and China protests against it strongly, yet with few effective countermeasures.

It is hard to evaluate the strategic nature of Sino-US confrontations in the South China Sea. China seems to have more room to maneuver, while the US apparently has more control over the overall situation.

Since it happens at the door of China, China feels that the US is circling to contain it and the US vigilance against China is aggressive. There is a long way to go before China can have an equal footing with the US. Such equality can only be achieved with the build-up of strategic strength.

China's military strength still significantly lags behind that of the US. If the US is ready for a face-off in the South China Sea, it can quickly gather its military strength despite the far distance.

We also face similar setbacks in the East China Sea. We bear enormous pressure from Washington in our peripheral areas, and the relative backwardness of China's military might is the weakest link in our competition with the US. Chinese people must be clear about the broader strategic significance of this reality.

The US provocation comes ahead of the 2016 two sessions which are scheduled in March. This reminds us that we must retain a high growth rate of military spending in spite of the economic downward trend.

The defense expenditure of a big power must constitute a certain percentage of its overall expense. China's military budget only takes up 2 percent of its GDP, much lower than the US figure of 4 percent. Before we reach the same ratio as the US, we should hold a cautious attitude toward decreasing the defense budget.

China needs to accelerate its speed of building up strategic strike capabilities, including a nuclear second-strike capability. The US provocation will not stop due to Chinese objections. In the short-term future, we will have limited means to counter the US.

It will probably take China a dozen years or longer of military build-up before it faces a different situation in the South China Sea. - Global Times

US hypocrisy in international relations

Issues of good governance, democracy and human rights will always be low on the agenda of any country when dealing in foreign affairs.

THE first American president to visit us was Lyndon B. Johnson in the 1960s. His reasons for visiting were probably the same as President Barack Obama’s: security (although in those days it was about the “threat” of Vietnam and the feared domino effect of nations falling under the thrall of Communism, whereas now it’s Islamic State) and economy (although then it was probably more about ensuring we keep on supplying tin and rubber whereas now it’s about keeping us from being too influenced by China).

Whenever the President of the United States visit another country, he is bound to make waves of some sort. According to oral history (i.e. my mum and dad), when LBJ came here all sorts of craziness ensued, like the inexplicable chopping-down of strategic trees; as though some renegade monkey was going to throw himself at the presidential convoy.

Our Prime Minister at the time, Tunku Abdul Rahman, wasn’t too fussed about the visit, saying that Johnson needn’t have come at all.

Obama’s visit wasn’t quite as colourful, with security measures being limited to thousands of guns and the closing of the Federal Highway (no more monkeys in KL) and all our leaders expectedly excited and giddy.

What I found interesting about Mr Obama’s trip is his consistent request to meet with “the youth” and civil society. He did it the last time he was here and he did it again this time.

This is all well and good; he’s quite a charming, intelligent fellow and he says soothing things. So what if he gave us a couple of hours of traffic hell (in this sense, the American Presidency is fair for he treats his citizens and foreigners alike: I have been reliably informed that whenever Obama visits his favourite restaurant in Malibu, the whole town is gridlocked by security measures. What, you can’t do take away, Barack?).

Anyway, I see no harm in all these meetings. But then neither do I see any good. At least not any real and lasting good, apart from perhaps the thrill of meeting one of the most powerful people on earth and having him say things that match your own world view.

The world of social media went a bit loopy when a young man at the “town hall meeting” with youths asked the President to raise issues of good governance with our Prime Minister, to which he replied that he would. And maybe he did, but at the end of the day, so what?

Frankly that’s all he will do, a bit of lip service, because issues of good governance, democracy and human rights will always be low on the agenda of any country when dealing in international affairs. They may make a big song and dance about it, but they don’t really care.

And before you accuse me of anti-Americanism, I believe this applies to most, if not all, countries. The Americans like us because we appear to be hard in the so-called “war on terror”.

They need us, not because we are such a huge trading partner, but because they want us on their side (by way of the Trans-Pacific Partnership Agreement) in the economic battles that they have been, and will be, continuing to fight against China.

We see this behaviour of putting self-interest over any sort of serious stand on principle happening again and again. Why is it that the United Nations Security Council did nothing when Saddam Hussein massacred thousands of Kurds using chemical weapons, but took hurried military action when he invaded Kuwait?

Perhaps it is because at the time of the Kurdish genocide, Saddam was fighting Iran which was deemed by some, at least, as the great enemy. The enemy of my enemy is my friend, even if he is a genocidal butcher.

It is trite to mention the hypocrisies abound in international relations. Anyone with the vaguest interest in world affairs can see it. To expect any less is naïve.

Besides, there is another danger of having a big power like the US mess around with our national problems. If they do so, it will be all too easy for the rabid so-called nationalists amongst us to scream that foreign intervention is leading to loss of sovereignty and national pride. Their “patriotism” will muddy the waters, adding issues to confuse people when there need not be any added issues at all.

The point of this article is this – for those of us who want to create a nation with true democracy and respect for human rights, we’re on our own folks.

US is bringing storms to South China Sea

The 2015 Asia-Pacific Economic Cooperation (APEC) meeting starts in Manila, the Philippines on Wednesday. The suspense is to what extent the US will foist the South China Sea disputes into this economic and trade meeting. Manila has made clear that territorial disputes will not be included on the agenda, but Washington is not resigned to letting it go, but apparently will bring forth the issue on the sidelines of the meeting.

Compared with the horrible terror clouding Europe, the bone of contention in the APEC meeting - the South China Sea disputes - is unworthy of equal attention. France has shut its borders, and several European countries and half of US states are considering whether to shun Syrian refugees. Chaos and turbulence caused by relentless wars continue in the Middle East, and with the path of fleeing blocked, hatred and resentment among the refugees will thrive.

Many believe the US should assume the primary responsibility for the turmoil in Europe. The US has managed to keep terrorism away from of its own turf after rounds of strong interventions in the Middle East with the aid of its European allies after the 9/11 attacks. However, unable to extend their reach to American soil, terrorists have sabotaged Europe time and again, from Madrid to London and recently, Paris.

Now, Washington sets its sights on the South China Sea. It is trying to provoke regional tensions like it did in the Middle East by waving a larger banner reading "pivot to Asia."

The West has been eager to fan the flames everywhere, but excused themselves by claiming they are not cause of the tension.

The question is whether the South China Sea is heading toward turmoil. If it is, the region will probably be doomed. The raging waves in the South China Sea, argued some analysts, are also likely to jeopardize Washington's interests, but compared with the much greater threat and dangers a turbulent South China Sea poses to China, Washington might be willing to take the risk.

The South China Sea is not a powder keg, because countries around the sea have established a community of shared destiny in terms of development. This could be a cushion against aggression in territorial rows. No claimant is willing to head for a showdown in the South China Sea. Tension surrounding China's reclamation of islands in the sea is abating, stretching the elasticity of the other claimants in dealing with the territorial disputes.

Washington is in the middle of instigating more tensions and accepting China's expanding leverage in rule-making, albeit it has launched vocal protests and flexed its muscles by sending warships in the sea.

China is gaining the upper hand in directing the South China Sea issues, which is a guarantee that the region won't be out of control due to Washington's instigation.

For the public good of the entire region, China should exert restraint over Washington's mischief. - Global Times

US ploy in South China Sea bound to fail



President Xi Jinping’s visit to the Philippines for the Asia-Pacific Economic Cooperation meeting from Nov 17 to 19 has quelled speculations that the maritime disputes with the host nation could make him decide otherwise.

Last week Philippines President Benigno Aquino III assured visiting Chinese Foreign Minister Wang Yi that the APEC meeting would focus on Asia-Pacific regional economic cooperation without raising the disputes in the South China Sea, as most members including China had agreed. But the US State Department has hinted that the South China Sea issue could be raised during the meeting despite Manila’s efforts to prevent the agenda from deviating from free trade and sustainable growth in and common prosperity of the Asia-Pacific region.

As the world’s second-largest sea-lane that connects the Indian Ocean and Pacific Ocean, the South China Sea is of great strategic importance to all countries in the region, as well as the US and European countries.

Nearly 80 percent of global trade depends upon maritime transportation, and about one-third of it is carried out through the South China Sea, which sees the passage of at least 40,000 ships a year. The number of oil tankers that sail through the Strait of Malacca, a critical passage through regional waters, is almost three times that of the Suez Canal and five times of the Panama Canal. Two-thirds of the global trade in liquefied natural gas is also conducted through the waterway.

China has more stakes that any other country in safeguarding peace and stability in the South China Sea, because it is a major channel of its global economic network. So ensuring smooth transportation (of energy sources) and navigation through the South China Sea is not only conducive to the shared interests of all Asia-Pacific economies - such as China, the US, Japan, the Republic of Korea and the Association of Southeast Asian Nations - but also economies elsewhere.

China passed the Law on the Territorial Sea and the Contiguous Zone in 1992, and the Law on the Exclusive Economic Zone and Continental Shelf seven years later. It ratified the United Nations Convention on the Law of the Sea in 1996 and publicized the territorial baseline of its mainland and Xisha Islands.

True, it is yet to disclose the territorial baseline of its Nansha Islands, but that does not nullify its legal rights in the surrounding waters, including territorial sea, exclusive economic zones and continental shelf. This makes the entry of US guided-missile destroyer USS Lassen into the waters near China’s islands in the South China Sea last month a violation of international law.

The US’ attempt to justify its action on the pretext of “freedom of navigation” is a rather clumsy argument that ignores some specific clauses in international law, for instance, innocent passage in territorial seas, transit passage in straits used for international navigation, and sea-lane passage through archipelagoes.

Also, the freedom of navigation clause in international law is neither unconditional nor beyond international regulations. Freedom of navigation can neither be above an affected coastal state’s laws and rights in the exclusive economic zones nor can it override other countries’ interests in the high seas.

Washington’s recent provocative moves have infringed upon Beijing’s maritime sovereignty and security in the South China Sea, the United Nations Charter as well as international law. They were also intended to show the US’ military muscles on the pretext of practicing freedom of navigation.

But China is not one to give in when it comes to its territorial, maritime and security interests, and the US is unlikely to succeed in its designs by instigating ASEAN countries to challenge China’s maritime rights in the South China Sea.

Chinese Defense Ministry spokesman Yang Yujun has blasted the US warship's foray as "a show of military force intended to militarize" the South China Sea.

Calling the USS Lassen's intrusion a "regular occurrence," the US military put a gloss on its recent brazen provocation against China in the South China Sea, implying that more warships might be sent within the 12 nautical mile-limit around China-controlled islands. China will have to escalate its countermeasures if Washington does so, and the situation will worsen for the US.

If such provocations continue, China's warships will have to engage in more face-offs with their US counterparts in the South China Sea. Beijing will be forced to accelerate military deployment in the region, including a quicker militarization of the islands to the extent that China can confront the US militarily in this region.

If the US is determined that these provocations are going to be regular events, it is possible that China will deploy fighter jets on these new islands.

China has reiterated that the expanded islands in the South China Sea will serve peaceful and civilian purposes, supporting economic development around the South China Sea. China has no intention to militarize the region, but the US, despite China's assertion is pushing, even forcing, China in that direction.

US military policymakers are so narrow-minded that they cannot look at the big picture, cherishing the illusion that it could show off its might, embrace allies' cheers and frustrate China's confidence by sending a warship to the South China Sea.

It is hard to believe that these shortsighted wonks have not considered China's response, like Beijing has no cards to play. If it wasn't for our restraint, China could have driven away every Filipino and Vietnamese from the islands they took from China, but it didn't. Almost every move China has made in the South China Sea is a response to the provocations of these aggressors.

Washington should keep in mind that it really doesn't want China to transform these reclaimed islands into outposts to deal with the intrusions by US warships.

Even in the worst scenario, if China decided to militarize all these small islands, what could the US do? Perhaps US President Barack Obama will have everything but the guts to wage a real battle with China for these small islands.

The Americans must keep in mind that when it comes to China's core interests, their determination to preserve certain strategic interests will have no chance to win in a showdown against China's determination to protect the integrity of its sovereignty. After flexing its muscles and bragging about its military prowess at China's doorstep, Washington should know when to stop. Enough is enough.- Global Times

The U.S. move was long planned. U.S. media said in May that the U.S. navy wanted to “challenge” China’s construction projects in the South China Sea, and since September the U.S. navy has been laboring its views on South China Sea disputes and claiming to send a warship within 12 nautical miles of China's islands. The U.S. has long caused trouble in South China Sea disputes even though it is not one of the parties concerned to the South China Sea issue.

There is no doubt that the U.S. made such a move for strategic reasons: first, it deliberately created tensions in the South China Sea so as to impede China’s safeguarding of its legal rights in the area; second, the move contributes to the implementation of U.S. regional strategy of "Asia-Pacific Rebalance"; third, the U.S. can take the chance to cozy up to its allies.

The U.S. claimed “freedom of navigation” for other purposes . It is the U.S. actions that have worsened tensions in the South China Sea.

China has responded to U.S. warship provocation with a clear-cut stand. What China does is legitimate. China’s sovereignty in the South China Sea has historical and legal grounding. Its construction, salvage and disaster prevention in this area demonstrate it is a responsible country.

China is determined to defend its sovereignty and safety and has taken actions to cope with the move of the U.S. warship which has threatened China's sovereignty and safety. China warned the U.S. not go further, otherwise China will take all necessary measures. China hopes the U.S. will keep a clear mind. Troublemakers are bound to be condemned.

China also reminds the U.S. to consider the bigger picture in terms of Sino-U.S. relations. The two countries are working together to build a new type of major-country relations, and so they should focus on advancing this win-win cooperation. China never fears troubles, but the U.S. should never create troubles. If the U.S. plays with fire in South China Sea, the consequences will be very serious.
