Let’s come together in 2020

AS 2019 comes to a close let us reflect on how we have progressed as a nation in the past year. It’s time to take stock of our achievements and successes, weaknesses and shortcomings.

The Government has succeeded in enhancing governance and reducing corruption and has unveiled a new shared prosperity vision. Nevertheless, the nation still remains divided with the state of race relations somewhat fragile and fraying.

Economically, whilst Malaysia has improved its international image and reputation and attracted new foreign investments, there are still concerns over the economy, particularly the cost of living and investor confidence.

I hope 2020 will be a better year for all Malaysians, a year of hope and reconciliation so necessary for us to be more united and harmonious.

I would like to propose that for the new year we look at the 4Cs.

Cultural divide: Let us close this divide to enhance our unity and social harmony by celebrating our cultural diversity instead of deliberating on what divides us.

Corruption: We need to instil a culture of ethics and integrity to enable us to fight corruption both in the public and private sectors. The Malaysian Anti-Corruption Commission’s Act’s corporate liability clause which comes into force in June 2020 can be a game changer to eradicate corruption. We must wipe out this scourge of corruption.

Class competition: The growing inequalities and divide between the rich and poor is unsustainable. More must be done to improve the earnings of the lower middle class so that they can improve their livelihood. At the same time more must be done for the bottom 20 or B20. We have talked a lot about the B40 but the B20 needs a lot more attention.

Common values and common purpose: We need to promote and enhance common values that all Malaysians can uphold and celebrate like tolerance, harmony, trust and mutual understanding. We must also have a common purpose that transcends our political divide and brings us together as a nation.

I would also like to urge the 4As of unity – acceptance, awareness, accommodation and acknowledgement. We need to maintain an equilibrium of the legitimate interests of the various communities.

Finally, I hope all Malaysians will come together to focus on the 3Es which must also be prioritised by the Government.

Economic growth: To ensure we continue to enjoy sustainable economic growth of 4%-5%.

Employment: We need to have enough jobs for our younger generation and create jobs of the future.

Environmental sustainability: We need a joint coordinated effort between government, business and civil society organisations to promote and achieve environmental sustainability so essential for future generations.

These are our common challenges going into 2020. Let us strengthen collaboration to move forward so that we can together work towards upholding the 4Ps – people, planet, peace, prosperity and partnerships for a better nation and better world.

May 2020 be a better and happier year for all of us and a year of the new 3Rs – reconciliation, renewal and racial harmony.

In 2020 we need to also keep focusing on the 3Ds – democracy, divide and digitalisation. The need to continue to strengthen democratic reforms, closing our racial and religious divides and accelerating digitalisation should move the nation forward.

Let 2020 also be the year we accelerate efforts to get rid of the 4Is – inequalities, injustices, indifference and impunity.

Let us begin a new year with new hopes. Happy New Year to all Malaysians.

Together let us unite and move forward to make 2020 the best year ever for Malaysia and Malaysians.

Race and religion, the sorry state of our unity

It is sad that mistrust among the different races is rising even after 62 years of independence, with the various communities having little interaction or empathy.


IN 10 days, we will mark our 62nd year of Merdeka but unlike last year when elation was in the air with a new government in Putrajaya, the prevailing mood is one of melancholy.

A year on, there is not much to show that we are doing better as a nation in terms of national unity and cohesion.

Instead, the deep fissures that threaten the very structure of the country have become more obvious, as seen daily on social media.

It is no exaggeration to say that highly provocative and sensitive comments stirring unrest among the people have become the norm.

Race and religion remain the most divisive issues, as they were under the previous six-decade-long administration but with the comparatively freer media today, they are being stoked to incite animosity and even flagrant threats of violence.

On Aug 14, a man threatened to behead lawyer Syahredzan Johan for urging the withdrawal of controversial preacher Zakir Naik’s permanent resident status in Malaysia. The 28-year-old security guard has been arrested and is being held under remand.

Last Saturday, an appalling video of man unsheathing three menacing weapons – a parang, a sword and katana (Samurai blade) went viral.

In the three-minute clip, he is heard threatening “impudent non-Malays” with violence as he demonstrates his supposed “invincibility” from harm by running the blades across his abdomen, hands and neck.

On Monday, police arrested a 43-year-old officer over a Facebook posting inciting Muslims to shed the blood of non-believers last Wednesday.

The man urged Muslims to “sharpen their parangs for kafir (infidels) who may want to become like sacrificial cows”.

Shockingly, the suspect is said to be an assistant director with the Islamic Development Department Malaysia (Jakim).

In the wake of such provocations, the Malaysia Communications and Multimedia Commission (MCMC) has set up email and WhatsApp hotlines to lodge complaints against those who insult race, religion or the royal institution.

It’s tragic that mistrust among the different races is rising even after 62 years of independence. Malaysia is more fragmented with its disparate communities having little interaction or empathy for each other.

In the elation following Pakatan Harapan’s victory in last year’s election, hopes were raised for “Malaysia Baru”, a resetting of the nation towards a more progressive and equitable society.

The new vision, Shared Prosperity 2030, as announced by Prime Minister Tun Dr Mahathir Mohamad in May to mark Pakatan Harapan’s first year in power, was aimed at ensuring fair, sustainable, and inclusive economic growth; fostering unity; celebrating cultural diversity; and creating decent living standards for all Malaysians.

But events and issues over the past few months, such as the move to introduce khat calligraphy, the resistance by Chinese educationist group Dong Zong, the furore against controversial Indian Muslim preacher Dr Zakir Naik and the Selangor government’s plan to allow for one parent to unilaterally convert a child to Islam, have shown that the new government is not much different from the old Barisan Nasional when it comes to matters that are inextricably linked to race and religion.

With Umno and PAS upping the ante in playing the race card and the Pakatan Harapan’s ebbing support in the Malay heartland, the new government has been treading very carefully.

In April, the government withdrew from the Rome Statute, after a storm of protests from Umno, PAS and Malay NGOs, which claimed that acceding to the treaty covering the International Criminal Court (ICC) would affect the sovereignty of the Malay Rulers.

Last year, it retreated from assenting to the International Convention for the Elimination of all forms of Racial Discrimination (Icerd) after similar protests.

As for the case of Zakir, who faces criminal charges of money laundering and instigating terrorism in India, non-Muslim Malaysians were dumbfounded by his hobnobbing with the Prime Minister, Education Minister Maszlee Malik and de facto Islamic Affairs Minister Mujahid Yusof Rawa, especially when the preacher openly supported the previous administration during GE14.

The government’s earlier stance of refusing to deport the televangelist, who was given Malaysian permanent resident status by the previous government in 2015, was seen as a move to appease the Malay/Islamic vote bank.

But things have changed drastically for Zakir, who attracted a crowd of 70,000 and was treated like a VIP during a mammoth rally on Aug 3.

He is being investigated for intentional insults to provoke a breach of the peace by making disparaging remarks against Malaysian Indians and Chinese. He has also been effectively barred from speaking across the country.

On Sunday, Dr Mahathir said Zakir had “crossed the line” by delving into politics and stirring racial tension in the country.

Among other things, he was supposed to have said that Malaysian Indians were more loyal to the Narendra Modi government in India and described the Malaysian Chinese community as “old guests” who should go back to China before he is made to leave the country.

Claiming that his remarks were taken out of context, Zakir has filed legal action against Human Resources Minister M. Kulasegaran, Penang Deputy Chief Minister Dr P. Ramasamy, Bagan Dalam assemblyman Satees Muniandy, Klang MP Charles Santiago and former ambassador Datuk Dennis Ignatius.

Dr Mahathir’s assurance that the rule of law will be imposed on the preacher has somewhat allayed fears that the government would treat him with kid gloves to placate his supporters.

The last thing our already tattered state of unity needs is a foreign agitator adding fuel to fire.

Mega trends EAC must address


THE government is to be congratulated for establishing the new Economic Action Council that will give a better sense of direction and priorities for the nation to overcome the short-term economic challenges, such as rising cost of living, cost of doing business, restoring investor confidence and promoting sustainable economic recovery.

The Council should move with a sense of urgency. Its composition is balanced with a cross-section of representation, including from the orang asli community and consumer associations, which is praiseworthy as it does not just represent business interests. The presence of distinguished economists is also reassuring.

But I propose that the EAC also develops a longer term National Economic Strategy. To move forward, we need to identify the key mega trends that will impact on the nation in the next five to 10 years and then develop a comprehensive and holistic national strategy to address them.

I have identified here 10 strategic shifts or mega trends that need to be addressed.

1. On the international scene, we see a shift from geo-politics to geo-economics, requiring nations to adopt a geo-strategic response. This can be seen from Brexit and the US-China trade war. Geo-economics, including the control over economic assets such as oil and gas, will have a greater impact on international diplomacy. Increasingly, we will see economic and trade diplomacy becoming more important than political diplomacy to maintain global peace, stability and prosperity. We need to be able to step up to this level to analyse and strategise our response to geo-economic and geo-strategic challenges.

2. We also see a shift in the global centre of gravity from West to East with the rise of China and re-emergence of Japan as well as the growth of India and Korea. We need to identify a strategy to succeed in enlarging our presence in these markets and create new opportunities for our entrepreneurs and SMEs in China and Japan.

3. The world is also witnessing a rapid technological shift towards digital disruption and the Fourth Industrial Revolution with growing interest and applications in artificial intelligence, robotics and the Internet of Things. Big Data can be a strategic competitive advantage. The impact of drones and driverless vehicles will make a big impact on society. What is our national strategy to deal with these new technological advances? Hopefully, the EAC will also develop a strategic game plan to deal with these challenges and opportunities.

4. We also see an eco-sustainability shift with growing concern over climate change. This will drive demand for green technology and clean energy. We have a dynamic Energy, Technology, Science, Climate Change and Environment Minister. More must respond to support this ministry and its institutions. We need to embrace clean energy faster and more comprehensively.

5. Demographic shift will lead to an ageing society and a hollowing out of the demographic middle where we will have more aged elderly and younger cohorts below 30 but fewer of the middle-aged. It has been estimated that 20% of our population will be above 60 by 2040. Hence, we need new strategies and action plans to deal with the changing demographics.

6. Consumer shift will see the rise of e-commerce as we move from bricks to clicks. The rise of online business and e-commerce will not only impact on retail business but also on traditional banking, education and healthcare with the risk of fintech (financial technology), online learning and distance education, and telemedicine (pic). We need to embrace and adapt to these trends.

7. Globally, we also see a political shift from liberalism to the emergence of the right. The rightward shift led to the election of Donald Trump as president of the United States and is also partly the cause of Brexit. Is this era the end of liberalism? What can we do to bring people back to the centre? This trend has also led to a consolidation of the Malay right-wing with the strengthening ties between Umno and PAS. While the immediate focus of the EAC is economic, it also needs a strategy to deal with this phenomenon as it will impact on race relations and religious harmony, which are so essential for peace and stability to facilitate business and economic growth.

8. A shift in wealth and income has caused growing inequalities. The income gap between the highest earning population and the bottom 20% has grown. The income gap and inequalities can destabilise peace and stability. New thinking and new strategies need to be adopted to overcome the growing inequalities in our society.

9. Urbanisation shift arising from continued rural-urban migration will also cause urban poverty to rise. Urban poverty is a challenge that must be urgently tackled. The urban poor is a microcosm of Malaysian society as it comprises all ethnic groups. The rising cost of living affecting the urban poor needs to be prioritised.

10. A freedom shift is very evident after the 14th General Election with Malaysians feeling more free. This is good as it will lead to stronger support and protection of human rights such as freedom of speech, freedom of expression and freedom of association.

I believe the above 10 strategic shifts and key challenges are important priorities the government and the people must work on together.

We should have new policies to address these challenges. In formulating new policies, it is important to focus on the 4Cs – consistency, clarity, certainty and coherence.

The new Malaysia also needs the 3Is – integrity, inclusiveness and innovation. Old problems need new innovative solutions and new problems also need new ideas to resolve.

We should work together to address the above key challenges. We need to come together as a nation seeking national reconciliation and unity.

With a common purpose, we can move forward with renewed determination to build a new Malaysia that is sustainable and not a flash in the pan.

As the government has already established the EAC, I propose that it should also consider establishing a National Strategy Commission to plan future scenarios for the nation as well as effective strategies to overcome them.

A National Strategy Initiative should also be established to carry out in-depth Futures Studies for the country.
