S. Korea halts quarantine exemptions amid record virus cases

SEOUL: South Korea’s daily coronavirus case numbers rose to a new high today, as authorities halted quarantine exemptions for fully vaccinated inbound travellers for two weeks in a bid to fend off the Omicron variant.

The Korea Disease Control and Prevention Agency (KDCA) reported 5,266 cases for yesterday, a day after the daily tally rose above 5,000 for the first time amid concerns over a sharp rise in patients with severe symptoms.

South Korea will require a 10-day quarantine for all inbound travellers for two weeks starting tomorrow, halting exemptions given earlier to fully vaccinated people, the KDCA said.

The measure came after South Korea confirmed its first five cases of the Omicron variant late yesterday, including a fully vaccinated couple who arrived last week from Nigeria, followed by two of their family members and a friend.

The government is restricting arrivals from eight countries including South Africa, where the variant was first identified.

It will now add Nigeria to the list, effective tomorrow, while suspending direct flights from Ethiopia starting Saturday, the KDCA said.

“We’re on a bumpy path toward a phased recovery of normalcy, and risks from the new Omicron variant are rising,” president Moon Jae-in told a meeting with Christian groups today.

The country has fully inoculated nearly 92% of adults and is now focusing on vaccinating children and a booster programme, but experts have warned that cases could continue to rise due in part to the spread of the potentially more transmissible variant.

The number of cases has spiked since distancing curbs were relaxed last month, and the government this week shelved plans for further easing due to growing strains on its healthcare system from surging hospitalisation and death rates as well as Omicron concerns.

KDCA data showed the number of severe cases rose to a record 733, and 90% of intensive care unit beds in the greater Seoul area are occupied, with 915 patients waiting for admission.

Total infections rose to 457,612, with 3,705 deaths.- Reuters

Appointing the right people in South Korean Cabinet

Facing polls: Incumbent President moon Jae-in and his Cabinet saluting the South Korean flag before a meeting at the presidential blue House in Seoul - AP

CRITICS have always argued that South Korean presidents all have one serious flaw in common: They fill government posts with people from their own political faction or election ca mp only, regardless of their abilities. As a result, amateurs have run the country, making numerous, sometimes fatal mistakes.

Of course, there have been some outstanding, competent ministers. However, they often could not extend their abilities to their full capacity, blocked by a bunch of amateurs who wielded political power surrounding the president. If Korean presidents had appointed truly capable people to their Cabinets, South Korea would be a much more advanced nation today.

A great leader should have a vision for the future, not a fixation on grudges from the past. Someone who is too preoccupied with past grievances can never become a great leader.

More importantly, a great leader should transcend the gravity of his or her own faction, embracing a “rainbow coalition” of different people. Therefore, a great leader is one who can appoint capable people to important posts regardless of their political stance. And if a leader appoints an able person but does not listen to them, that leader too is not a good leader.

The late Steve Jobs, former CEO of Apple, offered sound advice for all leaders when he said, “It doesn’t make sense to hire smart people and then tell them what to do; we hire smart people so they can tell us what to do.”

Likewise, the president of a country should also appoint smart, capable men and women, and then listen to them and support them.

To the leader who does not like smart people and favours flattering, incompetent people instead, David Ogilvy, founder of renowned PR and marketing firm Ogilvy & Mather, has this to say: “If each of us hires people who are smaller than we are, we shall become a company of dwarfs. But if each of us hires people who are bigger than we are, we shall become a company of giants.”

A nation’s leader, too, can turn his or her country into a place of dwarfs if he or she does not appoint smart, competent people.

To the leader who only likes his/ her own kind from his/her own faction, the great Honda Soichiro of Honda Motor Co admonished, “If you hire only those people you understand, the company will never get people better than you are. Always remember that you often find outstanding people among those you don’t particularly like.”

That is why a great leader should not hesitate to appoint capable people to the Cabinet, even if they are not “one of our own”.

In a sense, the president of a country is like the president of a company. Both should have competent staff members to make their institutions flourish. The only difference between the two is that unlike a company president, a nation’s president should be diplomatic and embrace even political dissidents. If the president of a nation wants to work with ideological followers, school friends or hometown associates only, he or she cannot become a great leader and will consequently ruin the country.

At Seoul National University (SNU), I led three major institutions for eight years. At each institution, I appointed truly able specialists to help me run the institutions successfully. In fact, I helped them work freely to the full because they, not I, were the experts in their fields. Thanks to these extremely competent experts, my institutions thrived as among the best SNU institutions.

However, problems occurred when the administrative assistant, whom the university appointed, worked clumsily. For example, once my administrative assistant reported to me that since we needed more space, we should close down the big office for emeritus professors. As I had just taken office and did not know the situation well enough, I consented without giving it much thought. Alas! That was a bad idea and a fatal mistake.

You never disappoint or maltreat emeritus professors under any circumstance; they deserve our full respect and esteem. Unfortunately, I was too young to know it and, unwittingly, I became the target of harsh criticism due to the thoughtless administrative assistant. At that time, I came to realise how important it was to have smart, thoughtful staff members.

Recently, Koreans have become concerned about the country being divided into two main competing presidential election camps ahead of elections in 2022. If the newly-elected president follows in the footsteps of predecessors and appoints these partisans to important government posts despite their ineptitude and incompetence, South Korea will never be able to put an end to the evil cycle of nepotism. And amateurs will ruin the country once again.

We strongly hope that the new president finds and appoints truly capable professionals to his or her Cabinet and secretariat, regardless of their political background. Only then can South Korea be on the right track and prosperous. – The Korea Herald/asia News Network

Time for China’s youth to wake up to the other side of ‘fanquan’

WHAT kind of person is best suited to become an idol who can inject positive energy into the youth of China?

Certainly not the 88 people who have been placed on the livestreaming ban list.

Chinese authorities have turned their attention to the fan culture prevalent in the country. On Nov 24, the China Association of Performing Arts introduced a list of 88 people who are banned from livestreaming. The list includes Guo Laoshi, who was known for her crude sense of humour, and tainted stars such as Kris Wu and Zhang Zhehan.

The measures were necessary after the entertainment stars were found mired in scandals ranging from sexual assault to tax evasion.

The authorities in Hangzhou, capital of Zhejiang province, had also slapped fines worth US$14.6mil (RM59.2mil) on two top livestreamers, Cherie and Lin Shanshan, for misreporting personal income as business income to evade taxes – tactics similar to those employed by actresses Fan Bingbing and Zheng Shuang.

Such regulatory action will serve society well. People who want to become stars must first of all behave themselves. In the past, some stars have let their fans down when their misdemeanours were exposed and their image came crashing down.

Kris Wu is one of the banned 88.

Sometimes “chaotic” fan behaviour has led to conflicts between young fans and their parents.

On Chinese social networking sites, fan groups are often referred to as fanquan, or “fan circles”. The fans are mostly believed to belong to Generation Z, being born after 1995, and their numbers have grown significantly in recent years.

However, gone are the days when celebrities served as role models to exemplify what hard work could accomplish. These days fanquan knows no limits. Fans go to any extent in order to blindly support tainted entertainment stars. They waste their time, and even money, for their stars and frequently engage in verbally abusing fans of their stars’ rivals.

There have even been reports of teenage fans stealing their parents’ money and credit cards to buy products endorsed by their idols.

Therefore, it was high time the authorities to ensure the healthy development of fan culture among the young. Teenagers, whose minds are still immature, make up a bulk of such fan circles. Such toxic fan culture can play a negative role on the development of adolescent minds. Also, doing away with such fanquan is necessary for creating a healthy competitive environment in the entertainment industry.

China releases report exposing malaises of US democracy, timely and to the point: experts

Chinese Foreign Ministry on Sunday released a report on US democracy, exposing the deficiencies and abuse of democracy in the US as well as the harm of it exporting such democracy.

Ahead of the US-initiated summit for democracy, China has consecutively issued a white paper on Chinese democratic model and a report on US democracy, which not only defends China's own democratic achievements but also warns of the disastrous effects of the US' democratic mess on the world, said Chinese experts. They described the report as timely and to the point.

It is hoped that the US will improve its own system and practices of democracy and change its way of interacting with other countries, said the report, noting that this is in the interest of not only the American people, but also the people of other countries.

The report pointed the US system is fraught with deep-seated problems and the US democracy has become "a game of money politics," the US has "one person one vote" in name, which is however"rule of the minority elite" in reality; the checks and balances have resulted in a "vetocracy," and the flawed electoral rules have impaired fairness and justice, and the dysfunctional democracy has triggered a trust crisis.

The report also mentioned the messy and chaotic features of US democracy, including the capitol riot that shocked the world, entrenched racism, tragic mishandling of the COVID-19 pandemic, widening wealth gap and the "freedom of speech" in name only.

Also, the report bashed the disastrous consequences of US' practice of exporting democracy. The "color revolutions" have undermined regional and national stability, the US imposition of its style of democracy has caused humanitarian tragedies, the abuse of sanctions has breached international rules, and the "beacon of democracy" has drawn global criticism, according to the report.

Democracy is a common value shared by all humanity, said the report. It is a right for all nations, not a prerogative reserved for a few. Democracy takes different forms, and there is no one-size-fits-all model. It would be totally undemocratic to measure the diverse political systems of the world with a single yardstick or examine different political civilizations from a single perspective. The political system of a country should be independently decided by its own people, the report said.

The report pointed out that the US'system of democracy is derived from its own practices, noting this system is unique, not universally applicable, and it is far from perfect. However, over the years, the US, despite the structural flaws and problematic practice of its democratic system, has claimed itself as the "model of democracy." It has incessantly interfered in other countries' internal affairs and waged wars under the guise of "democracy," creating regional turbulence and humanitarian disasters, the report said.

One day after China released its white paper on the country's democratic model, China issued another report on US democracy, which not only explains what China's democracy is but also tells the world that China understands what the US democracy is. The US is far from a "beacon of democracy" and has nothing worth showing off given the chaotic American society, Lü Xiang, a research fellow at the Chinese Academy of Social Sciences, told the Global Times on Sunday.

At a time when the whole world needs to work together to fight the pandemic, recover economically and care for the vulnerable, the US is hosting such a useless summit based on ideological boundaries which targets China, Russia and some other countries and regions. It reflects the US' Cold War mentality and exposes that the country is playing a divisive role in the world,Lü said, criticizing the upcoming US democracy summit.
